actually a good question - dunno know if tracks can have a say in drone "rights" but local gov'ts should have the brainpower to ban them from track areas as thoros are way too high strung
geo - know anything about this? I can't imagine what would happen if a drone flew closely overhead during a race - chaos for sure

The FAA has regulations regarding where drones can be flown, and lots of local jurisdictions now do, too. The problem is that they overlap or conflict with each other. For example, the FAA prohibits drones within five miles of airports. NYC has designation drone areas, one of which is Flushing Meadow Park - it's only about a mile from LaGuardia! It looks like everyone is still working on consistent laws regarding drones.
Anyone remember when some idiot flew a drone into the tennis stadium during the US Open in Flushing a few years ago? He crashed it into some seats, but luckily they were empty at the time.
