I have mixed feeling on the whip rules. What do you think? The British penalties are strong.

Scudamore fuming over whip ban for Soll ride

FOR the second time in a week a major whip controversy dogged the outcome of a big televised race after Tom Scudamore was handed a seven-day ban and fined £1,150 for using his whip above the permitted level aboard 32RedSport.com Veterans' Chase Final winner Soll.
The Sandown stewards found that Scudamore had hit his mount 14 times (of which three were discounted) before handing out the suspension and fine due to the value of the race which was shown as part of Channel 4's coverage.
Scudamore was less than impressed with the punishment, and said: "It's ridiculous - you cannot have more or less the same rule for riding in a three mile chase on heavy ground as a six furlong Flat race on summer ground, the difference being just one smack with the whip - it simply does not add up whichever way you look at it."
The transgression follows Paddy Brennan being stood down for 11 days and fined £4,200 following the victory of Cue Card in the Grade 1 King George V1 Chase at Kempton on Boxing Day for what was deemed ‘a win at all costs ride', while Ruby Walsh on runner-up, Vautour, also picked up a two-day whip ban.
'No good for the game'
Scudamore added: "Two of the best finishes of the jumping season so far both shown live on television - the King George and this race - have now ended up with fines and bans. It has got to change as the authorities have to understand we're talking about people's livelihoods and it is simply no good for the game.
"As jockeys we certainly do not go out to abuse horses and Soll has responded to all the driving - he ran all the way and I did not feel as if I was hard on him."

Stipendiary steward Richard Westropp explained the decision, which rules David Pipe's stable jockey out of action from January 16-22.
He said: "We found that Tom Scudamore had used his whip a total of fourteen times from the second last fence, three of which we discounted, but which still puts him over the permitted level .
"Because of the value of the race, it was worth £100,000, a fine of £1,150 which is generated via a computer at the BHA, was also imposed on the jockey. If it had been a two-day or a four-day ban no fine would have been triggered.
"We also looked at Charlie Deutsch's use of the whip on the runner-up Aachen but found he was only one strike over the limit and he was given a caution as to his future conduct in races."
