Is this a good thing? I'd say Yes.
Louisiana State Racing Commission defers renewal of 10-year Fair Grounds racing license for parent company Churchill Downs Inc. PR & NOLA By Katherine Terrell | The Times-Picayune
Despite pledges by Churchill Downs Inc. to re-invest in several lagging areas at the Fair Grounds, the Louisiana State Racing Commission hasn't been convinced.
After almost two hours of discussion at a Tuesday meeting, the Racing Commission decided to defer the company's rolling 10-year license to hold live racing at the Fair Grounds and operate its off-track betting parlors in Louisiana.
The Commission will hold a special meeting May 1 to discuss the license request. Churchill Downs Inc. has been asked to provide short- and long-term strategic plans in four areas: marketing, the turf course, service and other facilities.

They should force CDI to make the capital improvements BEFORE the license is renewed. I don't know when the license expires, but I'm guessing its right around the time their 2014 meet begins in November?
It's a VERY valuable property, including the race track, the casino, and a number of off-track wagering facilities. Much too valuable for the Louisiana Racing Commission to allow management to ignore the upgrades.
Quite honestly, the turf course probably should come last in the upgrades, as I've mentioned before, they turf course is less than 30 years old - they survived just fine for a century before they had turf racing at the Fair Grounds. If they're going to fix it, they should fix it right, not fix it quickly.

They promised a new big screen already for 2014-2015 so it could be a start.

That's the state of our game, "fans" are more interested in a big video screen than good racing.

Bryant, along with architect John Stewart, said that some $200,000 in repairs are being done to the major drainage pipes, which critics charge is a major cause of the problems with the turf course. In the last two meets, approximately 45 of the scheduled turf races were either moved to the dirt course or cancelled. But Bryant said he did not yet have corporate approval for the additional $500,000 it would take to replace the pipes if that were found to the best solution to the problem, but that he would personally make it a priority.

Sticking with the CDI theme, rumors flying around about a solution with the CRC/GP situation that would have CDI leasing the racing to Gulfstream CDI sure loves live racing.
